Delegate Dean moves to amend the committee substitute on page 3, section 7-28-4, line 5, after the word “necessary” by striking the period and inserting a colon and the following text:

“Provided, That no levy passed pursuant to this article shall apply to any vehicle sales nor to any vehicle fuel sales in the county.”
